What is a Project?
What is a
project that can be submitted through the project management services?
A project
is defined as a temporary endeavor undertaken by or on behalf of ETSU that:

Has a clearly defined beginning and ending date;
·
Provides tangible and unique technology products or services;
·
Fulfills a defined business objective to substantially improve
business processes to a department or that aligns with the university's
strategic goals to the technology architecture through new or existing systems.
What are
the criteria that indicates whether an IT request should be handled as a
project or either a ticket or change request through the self-service portal?
It is a
project if it meets the following criteria:
·
Impact – Involves one or more (ITS) units for assistance (ie. Web
Services team, Systems Support team)
·
Effort – Duration is more than 1 month or resource time exceeds 40 hours
·
Risk – Has at least a low level of risk (ie. based on factors such as
complexity, team size, project scope and cost)
·
Complexity – Involves at least one department or
external office
·
Cost – is more than $5K
·
*University Strategic Goals – while this is not a condition for
what constitutes a project, support of university goals influence the decision
of project importance in relation to other projects.
·
Discretion of Senior Leadership / CIO – If directive
provided by senior leadership or CIO (ie. presidential directive)
If your
request meets these criteria, then submit your request using the following

If your
request is a ticket (break/fix) or a change request which is defined as a
modification being requested for a product or service already in
use, then submit your request using the following link: Self-Service Portal
Please
note that a change request that is of a substantial nature (ie. major
ERP upgrade) and meets the project criteria above should be submitted as a
project.
